India has approved supplying Nepal with up to 18 hours of electricity daily through December 31, after severe flooding disrupted parts of Nepal’s domestic hydropower generation and distribution infrastructure.
What makes this response possible on short notice is infrastructure that predates the crisis: India and Nepal’s existing cross-border electricity trade framework, built for routine seasonal demand balancing, not for disaster response specifically.
That’s a pattern worth naming, because it generalizes well beyond electricity: interconnection capacity built for ordinary commercial or operational reasons frequently turns out to be the thing that makes rapid disaster response possible, simply because the relationships, contracts and physical connections already exist and don’t need to be built from scratch under crisis pressure.
Nepal’s specific vulnerability — a grid heavily dependent on hydropower, which is itself exposed to the same flooding events that create the demand spike — is a reminder that single-source-dependent infrastructure carries correlated risk: the same event that increases need for backup capacity can simultaneously damage the primary source, which is exactly the scenario cross-border interconnection is designed to absorb.
For any organization or region evaluating whether to invest in interconnection or backup capacity that isn’t needed under normal conditions, the Nepal case is a useful data point: the return on that investment isn’t measured by how often it’s used day-to-day, it’s measured by whether it’s there and functional the one time a correlated shock takes out the primary system.
The 18-hour daily supply figure represents a significant increase over Nepal’s typical cross-border import levels during non-emergency periods.
Officials have not specified the exact quantum of additional power being supplied, though the arrangement is described as a direct response to the flooding-related shortfall.
India has periodically extended similar emergency power support to neighbouring countries during natural disasters affecting their domestic electricity infrastructure.
The move comes amid broader efforts by India to strengthen its regional standing through infrastructure and energy cooperation with South Asian neighbours.
