China has confirmed Xi Jinping will attend the 18th BRICS Summit in New Delhi on September 12-13, his first visit to India in seven years and a trip that ends weeks of diplomatic speculation over whether he would come at all.

The framing worth paying attention to is what this visit is and isn’t: a scheduled bilateral with Modi on September 12, their first in six years, is a real diplomatic step, but it’s happening inside the structured, multilateral setting of a BRICS summit rather than as a standalone state visit — a lower-risk format for both sides to re-engage.

That distinction matters for anyone reading this as a signal about India-China business or trade normalization: attending a multilateral summit together is a much smaller commitment than a bilateral thaw, and doesn’t by itself indicate resolution of the border tensions that have persisted since the 2020 Galwan Valley clash.

The presence of other major leaders — Putin, Pezeshkian, Ramaphosa, Subianto — also means Xi’s visit reads partly as multilateral diplomacy rather than a bilateral India visit that happens to coincide with a summit, giving both governments room to manage the optics carefully.
